Reference commit into the issue (OD-795)

Hello, I found this issue is similar issue onedev/server#787 but actually, it's not the case, normally on other git systems when adding the issue number to the commit message for example

commit -m "fixing some issue #787"

the commit should be automatically linked into the issue in a new commit. for some reason, the commit with onedev not be added to the issue

Issue reference in commit message should be for format:

issue #<issue number>

For instance: issue #795

We have to use a prefix "issue", as you can also link pull requests, builds using their numbers.
