Current behavior:

After OD-3143, the browser title of a build or PR page starts with its reference (e.g., #8551 ...), but the page type is not indicated.

Desired behavior:

When the page is a build, prefix the browser title with build. When the page is a PR, prefix the browser title with PR. For example:

• Build page: build #8551 <title> or build OD-8551 <title>
• PR page: PR #1234 <title> or PR OD-1234 <title>
• Issue page: #3143 <title> or OD-3143 <title> (unchanged)
• Workspace: Workspace #123 <title> or Workspace OD-123 <title> (unchanged)

Motivation:

Users can identify the page type at a glance from the browser tab. This complements OD-3143.
