Enable email notification for self updates/creation (OD-1688)

Also you will not receive any notification if the event is generated by yourself (open issue, add comment etc).

Would it be possible to add option to get updates on changes made by myself (crate issue, update issue)? I'm aware it may generate "noise" but it's handy if one uses mailbox as sort of to-do list :-)

I got mail updates about this issue but I don't see those changes:

Robin Shen changed state to 'Done'

This is a mistake. I am testing using OneDev database but forgot to turn off mail notifications.
