Issue actions in commits: ability to specify custom ones for referencing and closing (OD-1176)

Currently only small number of english words able to do something with task, which described in documentation here: https://docs.onedev.io/tutorials/issue/fix-issues-via-commit-message/

This issue is a request to add administration UI for specifying other words for closing issues via commits or for referencing issues (and linking commit into issue).
