Make workflow reference guidance self-contained

Repeat the complete OneDev Markdown entity syntax in every workflow that authors comments so each skill can be used independently.

Addressed the latest concern: each workflow that authors OneDev Markdown now includes the complete entity-reference guidance locally instead of depending on using-tod, so every skill remains independently usable.

Replace repeated wide tables with a compact grammar that keeps every workflow independently usable and preserves all supported same-project and cross-project forms.

Addressed the latest concern by replacing the repeated wide tables with compact <type> <reference> guidance. Each independently used skill still covers issue, PR, and build types; same-project, path, and key forms; bare #N behavior; and the distinction from CLI arguments. The revision removes 29 net lines.

Refine mention guidance in issue and PR workflows

Removed redundant instructions regarding user mentions in comments and notes across both issue and pull request documentation. This streamlines the guidance for authors, ensuring clarity and consistency in communication practices.
