Keep the side info pane visible under the topbar while main content scrolls on wide viewports, without an inner scrollbar. Also clear overflow:hidden on issue detail so sticky positioning can work.

Reviewed the shared wide-viewport sticky rules and the issue-detail overflow changes against #2909. The pane remains in normal flow with the existing .autofit scroller, no inner scrollbar is introduced, and the later narrow/.hide-side-info rules preserve overlay behavior. No blocking issues found.
