After OD-2871 enabled query watches for AI users in the menu and admin user page, MyQueryWatchesPage still rejected non-ordinary users, causing IllegalStateException when running as an AI user and opening Query Watches.

The access check now matches the existing Query Watches menu and user-page policy by allowing enabled AI users while continuing to reject service and disabled users. No blocking issues found.
