Issues List: Doesn't use first saved query when OneDev redirects to issues list (OD-882)

When a user does not have permissions to see project code but has permission to see project issues then selecting a project from the projects UI causes OneDev to redirect to the Issues -> List UI.

In that case no query is active although OneDev usually uses the first saved query as a default query when visiting Issues -> List manually.

OneDev should select the first saved query when redirecting to Issues -> List to keep the UI feel consistent.
