Allow Customization of Site Icon (OD-868)

I think that it would be useful to be able to customize the site icon, in addition to the branding information on the sidebar. Either by

Taking the configured logo, and creating the necessary ICO files for it automatically
Allowing the administrator to supply their own icon file(s).
