Non-english (special / diacritic) characters not correctly supported / lack of UTF support (OD-794)

OneDev is not handling non-english characters at all - putting them into any text box will return ? signs, if special character is included in something that is navigable (like name of board / milestone), many operations breaks down and OneDev shows errors. Example from my instance:

This issue was fixed since build #2803. However this fix is intended for new installations. For existing installation, please connect to your MySQL pod via mysql command, backup the database, re-create your database with option --character-set-server=utf8mb4 --collation-server=utf8mb4_unicode_ci and then restore your database
