Also sync issues when sync code with GitHub or GitLab (OD-745)

Now, I can import a project from GitHub, as add the job to pull remote to let my repository as a mirror.

But could I also sync the issues from github? Now there is only once chance to get issues from github is the "import".

How about to add it?

Syncing existing issues is much more complicated and OneDev does not support that.
