How to change issue state manualy? (OD-709)

I'm trying to manually change issue state in project as Project Owner and receive No applicable transitions or no permission to transit error. In Administration/Issue transition settings there are no transitions defined, because there is no option to create manual transitions flow.

How to change issue state manualy?

This is by design. You can not freely transit from one state to another even as project owner, unless you define the transition rule in issue transition setting. This is necessary to ensure data integrity of issues (for instance some state must have some fields set etc)
