Show timestamp in user timezone (OD-639)

It seems that user's timezone is not respected when showing timestamps in UI. Also maybe it would be useful to add option to setup of timezone/location/GMT offset in user profile?

For example, please see this figure:

Here is correct timestamp in Github UI:

Currently server timezone is used. I will investigate if it is possible to detect timezone from browser directly and use that to format date.
