Able to auto-cleanup offline agent entries (OD-605)

Offline agents are useful to keep track of permanent/long-running agents. For auto-scaled agents (via service replica in Swarm for instance), it will be convenient to remove agent entries automatically after agent goes offline. See discussions in issue #602
