Support hg/mercurial as an alternative to git (OD-50)

onedev currently supports using git as the version control. It would be nice to be able to choose.

I can list some interesting features of mercurial vs git if need be.

OneDev is assumed to work only with git, and many facilities are built exclusively for git. Supporting Mercurial breaks many assumptions, and we do not plan to support that. Sorry about this.
