Issue reconcile always report to resolve a field with empty value (OD-33)

To reproduce:

  1. Create a custom issue field not allowing empty values
  2. Now change it to allow empty and also change the name
  3. Save field and switch to issues to reconcile
  • OneDev changed state to 'Committed' 6 years ago
