I noticed a small bug in the project creation behaviour:

If you create a new project with code management and disabled wiki management, the project is still created with wiki management.
After the creation of the project the wiki management can be created.

Steps:

1. Create project only with code management:
   
2. Go into the settings of the new project and you will see that wiki management is enabled:
