OD-3131: Request: Webhook event for label changes

Request: Webhook event for label changes #3131

We have a workflow where the labels are part of knowing what needs to be done. Simple things like "Testing Completed". I want to trigger actions based on when this happens, but there is no webhook event tied to changing the labels.

Is this something that could be added? It would be a huge help and clean up a lot of code and process.

What label change events you are interested in? Is it label definitions, or labels for a build/PR/project?

For our workflow its the pull request. I originally thought it would qualify as a change event on the pull request, but it does not. Our exact flow is that the developer creates the pull request, 4 builds kick off. One of those builds creates a test env for the code. Once the developer has tested the code in that env, they add a "Testing Completed" label. At that point, the reviewers are expected to start their code review.

In order to kick off that last step, I tell them to just make another edit to the pull request. Update the title, add a comment, etc. If there was a PullRequestChanged that showed labels were modified, that would be enough to work with. As it stands, I have tried enabling every form of webhook and seen no events at all when the labels are changed (added or removed or both).
