Able to filter by user type in users page #3067

Add a choice dropdown at right side of the include disabled check, to optionally select user type to filter off. The dropdown should be visually accomply with other controls (same height etc). Add e2e test for the functionality (no filter, filter by ai user etc).

The type filter is a MenuLink to the right of Include Disabled, matching the other list controls. Choices are All Types, Ordinary, Service, and AI. E2E covers the unfiltered list and filtering by AI user.
