Proposed an implementation plan on issue OD-2948.
Summary: keep existing mention join tables for queries/auth/watch; add a new
MentionNotificationinbox entity; primary UX is an Alerts-style topbar dropdown; add a cross-project Mentions page under Global Views as suggested here; purge seen rows after ~14 days. Details are on issue OD-2948.
