Implemented opt-in OpenID sign-out. When enabled, OneDev uses the provider discovery metadata end-session endpoint with the ID token hint and redirects back to OneDev after the provider session is closed. Providers without an end-session endpoint retain the existing local-only logout behavior.

Submitted as pr OD-111.
