Implemented Cargo package registry support and submitted it in pr #80.

Notes:

• Added a Cargo plugin module with sparse index support.
• Added publish, download, yank, and unyank endpoints.
• Added package details/help panels and wired the module into the plugin reactor.
• Local Maven verification could not be run because this workspace does not have mvn or java installed.
