Some utf8 files are incorrectly detected as ISO-8859 (OD-283)

On my self-hosted instance files with unicode chars are detected as ISO-8859 encoded:
https://pubcode.weimann.digital/projects/nextcloud-jitsi/blob/master/README.md

While testing here it is correctly detected as UTF-8:
https://code.onedev.io/projects/test-project/blob/master/README.md

Is there anything that I have to set up to get this working?
