I believe they might be talking about the onedev server update notification on the top right of the screen. That one is also missing for me (running OneDev 15.0.1).

Additionally, If I press "Check Update" on the bottom left the page it redirects me to does show that there's a new version, but doesn't list any of the changes between my current one and the newest one.

I have the same problem. I am on 14.0.5 and when clicking on "Check Update" it lists there is a new version but no changes between the versions
