Cache upload error: Authorization required (OD-2562)

When I set up caching in my CI/CD pipeline and try to upload it, the build fails with this error. Where should I authorize this?

Not authorized to upload cache (key: node_modules_b640115624c6d0158a9af4f41b5c932ade0d2c27 package.json, paths: [ruoyi-ui/node_modules])

It can be specified via property "upload access token secret" in the set up cache step.
