docker build on windows agent failed (OD-2526)

When using docker desktop on windows for docker build, it indicates: Command execution failed(command: docker network create -d nat docker -16-13-2, exit code 1)

Error response from daemon: plugin "nat" not found.

Almost no one uses OneDev for docker on Windows. Due to the extra maintenance overhead, Windows docker support will be removed in future versions.
