Divide Agent load more randomly (OD-2474)

Hi,

I noticed that two of my agents are getting all my pipelines. I have like 8 agents and the rest gets nothing.

So my setup is that I have specific jobs that need to run on arm64 and others only on amd64. The same arm64 agent gets every single job and my second one gets nothing. Amd64 the same one gets all amd64 jobs and the rest is just idle.
