GPG key IDs starting with zeroes do not get padded correctly (OD-2467)

I am getting this message: Signed with an unknown GPG key (key ID: 949D3C25C7FD14F). The key ID is 15 characters, most likely due to it not being padded to 16 characters in case it starts with zeroes.

The actual short key ID is:

ssb  nistp256/0949D3C25C7FD14F
     created: 2023-04-15  expires: 2026-09-16  usage: S

The padding 0 is just a display issue. Please make sure you've added the key to your account via GPG settings. If still not working, please tell me detailed reproducing steps (command used to generate the key, your .gitconfig setting, etc).

This issue is about the display bug, I know I have not added my own key yet.
