Don't show "old" users in dropdowns (OD-2460)

I have a lot of users in my system that have left the company, but I still get them offered in dropdown (for issues, reviewers etc) Is it possible to filter out users without proper access to the project or if they are not in the "users" groups anymore?

With enterprise edition, one can disable users left company and they will no longer appear in these list.
