This feature is removed as creating project via push is not considered a good practice. It may create unnecessary projects unintended. Instead a project should be created first, before pushing to it.
The quickstart guide will be updated to reflect this.

Also this feature imposes small information leak. One can use this feature to detect if any project exists in system even without any permission.
