Support podman for build agents (OD-2425)

I would be great to alble to install docker build agent on padman instance. Nice to have scenario:

OneDev instance installed as docker container on linux
Build Agent installed on different server where only podman containers available
OneDev is able to manage Build Agent

For now only correct docker installation command provided by "Connect New Agent" UI. Although I can force install Build Agent on podman, OneDev instance is not able to run builds on it because of "docker run" command is not available.

I investigated podman support before, but there are some compatibility issues when build docker images. So this will not be considered currently.
