Do not share package blobs between projects (OD-2289)

Currently package blobs are shared between projects to reduce disk usage. When a project holding blobs is deleted, the blobs are moved to another project in case they are still referenced by other projects. This procedure is error prone and can cause lost package blobs when database is reverted to an old snapshot.
