Exception when click "how to publish" link in global packages page (OD-2252)

click Packages/How to publish, An exception occurs

Works at my side. Please let me know the detailed reproducing steps.

I have no detail, because just click Packages then click How to publish, and exception occurs

I am retried with below step, the exception still

clone code onedev/server and checkout tag 11.6.9

mvn clean install -Pce -DskipTests

start server

setup server

click Packages

click How publish

exception occurs

Reproduced. I was clicking packages under a project previously.
