Creating account only when Admin Approves (OD-2168)

Is it possible to create a user only when the Admin of the instance approves? Kinda like in Gitea.

There is no such feature. However some other approaches may help:

Admin may invite users by specifying user email

Admin may configure self signup settings (in adminsitration / security settings) to allow/disallow users with certain email domain to register
