At the moment spent time visibility seems to be the same as comments. However, this is not always a good thing. We track time for issues for accounting purposes as well as get various metrics on project progress. However, for certain types of contracts with our customers it is not a good thing if the customer can see how much time we spent on individual issues.

Therefore, I am requesting a new feature to make the time records visibility based on permission or on a role.
