Support composer packages (OD-2117)

Hello everyone,

currently the support for PHP with composer packages is missing in onedev. It would be awesome when onedev can support it for the packages.

@robin could you please let us know if this is planned, and if so, when, so we can make decisions around hosting private packages elsewhere accordingly? Thank you.
