Often State is changed as well as assignee which causes two mails.

If you want to reduce the amount of mails it would also be great if pull request review comments will not be sent right away. Often I start a review and start adding comments, modify them again, reword them or delete them again. It would be way better if mail notification is only sent once the request review button is clicked which indicates that the review is fully done.

If there is a lot of work going on with an issue, the activity stream piles up pretty fast and notifications are being sent by e-mail to every issue watcher
for instance, if you have somebody, change three field's values and then transition it to "Work" within 5 seconds, another person gets 4 mails right away.
it would be very helpful, especially not to annoy our non-dev co-workers, to debounce those mails and combine the notifications into one mail if they have been generated within the past X seconds regarding one issue.
