We have a role for external users called "Issue reporter". The role is supposed to allow external users to open new issues and add comments to existing issues. However, we do not want the issue reporter to be able to delete any issues, even issues created by himself. However, there seem to be no such permission to disallow deleting issues.
Please consider adding this functionality in the future version of OneDev.
