This is already possible. When create a project, you may optionally specify the parent project.
But I don't want the project to inherit the permissions of the parent project, I just want to classify the projects for easy search and management.
For example, I have a project that supports plugins, but the plugins are developed by another team. In that team, no one is allowed to see other people's source code. I want to group the projects in a 'Plugins' group.
I don't know how to organize the projects.

This is unfortunately impossible. You will need to define permissions in each sub project, instead of parent project.
