Unable to assing pull request reviewer (OD-206)

In the 4.0.0 relese I am unable to assign a pull request reviewer.

@robin Not releated but after the onedev server crash, issue pk restart from 0 and so old commits are attach to theses news issues (like this #206). Can really be confusing.

@bufferUnderrun issue number will restart from largest issue number after a server crash. There is no good approach to prevent this, as a restore from old snapshot resets everything back.
