Issues are by design to be visible to all users, unless it is marked as confidential. You may consider enable confidential option in issue creation setting in service desk setting.

We would like the service desk users to be able to login to OneDev and see their issues, however they can also see all the other issues in the project(s).
In the Role, can there be an option to set what issues the person has access to/comment on?
