Ability to move issues between projects (OD-1977)

We have the following structure:

- project
  - api
  - ui

We have the service desk and would like to sent to [email protected]

However, once we find out it's a UI issue or API issue (triaging), we would want to move that issue to the specific team responsible for the fix.
