Better user autocomplete suggestion (OD-1974)

Currently 1dev seems to be suggesting users based on alphabetical order (filtered by typing). It would be convenient it it would a bit smarter:

prioritise "core team" (we could select a team/role for that) (1b) maybe prioritise users based on last activity?)
prioritise users related to the issue (assignes, submitter, commenters)

Motivation: make mentioning someone easier - right now it requires typing more letters and is prone to selecting random, long inactive users.

Not sure that level of customization is needed if the defaults would be sane :)
