Able to access job artifacts without accessing issues (OD-1927)

Hello, tried to make following scenario :

Only access to artifacts without password

Tried from this doc https://docs.onedev.io/tutorials/security/anonymous-access#assumed-scenario and it's allows access to artifacts, but this method also allows to view

Builds
Issues

Is it possible to make also fields 'Builds privilege' and 'Issues privilege'( reflecting design of Code/Package access control ) to allow only downloads access and not 'project internal stuff'?

Project is designed to make issues accessible as long as any part of it is accessible.

I would also like this feature, it would allow to publish builds/packages without allowing access to issues or builds.

It would allow OneDev to keep the behind the scenes dev stuff out of view from package readers
