Faster Create child issue workflow (OD-1924)

Currently, to create a child issue one has to always click "show right sidebar" and then click on the Child issues field to add new ones.

Also, currently there is no way to add child issues (as well as to link other ones) from the Create issue window, so the creation always has to happen in 3 stages:

  1. fill text/dropdown fields, click Create,
  2. click Show sidebar, link/create other issues,
  3. change the Assignee to the correct one (so they don't receive an email before the other issues are linked)

This makes it inconvenient to quickly decompose larger issues.

Possible options:

  1. menu item or button to convert selected list/checklist item (s) into a sub-issue(s)?
  2. "create child issue" button under the issue description? (alternatively, would be great to be able to move some fields there, so they are always visible, like in the issue list view)
  3. maybe add a configuration option to make a sidebar always visible? There's a lot of white space to the left and to the right of the issue fields, it would be great to utilize it better.

3.1) Maybe the issue description edit menu can be turned into a toolbar as well? It's cool that it allows for the descriptions, but maybe they could be made into the tooltips like the buttons on the right?

I counted the items and there seems to be plenty of space for all the buttons.

Similarly, even without removing the whitespace, the issue would certainly be much more usable with the sidebar always visible and with description and other fields 2x more narrow.

    This requires major changes to issue link workflow and will not be implemented. However issue sidebar now changed to remain open even on a relatively small screen.
