Moving issue to another project doesn't generate notification nor doesn't retain previous link (OD-1905)

Steps to reproduce:

UserX gets notification from the system about new issue assigned
Another user moves issue to another project (the issue in new project has correct info about value change, though doesn't mention which value…)
UserX clicks on the notifcation from the email but gets 404 error page

Expected results:

there should probably be retained old issue-id in old project and redirect to new project/page
changing project should generate new notification (this one could possibly nullify previous (1) point)

Moving issues are considered exceptional operations, and handling edge cases like this may not worth the extra complexity introduced.

I wouldn't say it's such a fringe use-case though I may understand reluctance.

At any rate - could you at lease re-consider adding notification about project change so the info wouldn't be lost?
