Unable to run concurrent builds on Windows server 2016 (OD-190)

(This issue is recreated after a hardware crash of OneDev server)

Windows server 2016 has the limitation that only one NAT driver can be created, and hence can only run one build at the same time as OneDev build relies on creating NAT network for container commutation and isolation.

This limitation no longer exists in Windows server 2019

Server crash ? Did you lose data ?

Yes, onedev server experienced disk failure and lost issues created in last month. This taught me a lesson that I should backup the server at least every day.
