We create a 'package-only' user for each project we want to use in CI/CD for security

However, when we assign issues, these users show up in the list.

Is there a way to make a Package-only user so they can automatically pull, or the ability in the permission system to state 'Shows in assignable user list'

You may customize the assignees issue field to set available choices as evaluate script to get choices and define a groovy script to return desired collection of users you want to use as assignees.
