Leave commit message blank when add/edit file on UI (OD-1793)

When editing a file in the UI, the commit message is:

Edit <filename

Since we force conventional commits, it takes an extra step to commit.

    Do you mean to leave the commit message blank by default?

    Either that, or what would be more preferable in our case, since we use the Force conventional commits is to structure it in a conventional commit format.

    If commit without specifying commit message, OneDev will use default message as before.
