Pipeline changes take hours to reflect to new builds. (OD-1752)

Hi, I have a pipeline that runs on a vm. Every time I make modifications to the pipeline, it takes hours or days for new builds to pick up the change. The builds somehow keep using a previous version of the pipeline. I tried to set the TTL Caches to 0 to no avail.

This was caused by user mistake. There is no issue with OneDev.
